There was no court order to date (World Wide) enforcing the GPL, to my
knowledge.

Is this known under the term "contract" or not?
2. "can substantially oust public law institutions"
Is this humble objection (to "substantially oust public law
institutions") ought to result in substantially unenforceable contract
or not?
