The FSF does its accounting with free software.  (I don't know precisely how;
I don't do that job.)

You could try recruiting some accounting companies to start the project
to update some existing free accounting program that comes close to
doing what is needed in Russia.

I won't say it is easy -- but then, writing GCC as not easy either.
The question is, do you want to work to advance freedom?
Because that's the way it is done.
