    maint: use gnulib's new readme-release module
    
    * bootstrap.conf (gnulib_modules): Add readme-release.
    (bootstrap_epilogue): Add the recommended perl one-liner.
    * README-release: Remove file; it is now generated from gnulib.
    * .gitignore: Add it.
    * gnulib: Update submodule to latest.
