[Groff] new requests .tm1 and .tmc

Dear friends,


again two new requests: .tm1 and .tmc.  The former is similar to .tm
but allows leading whitespace (similar to .ds).  The latter is similar
to .tm1 but doesn't emit a final newline:

  .tmc "  Hallo"
  .tm1 " friends"

will produce

  Hallo friends
