[Groff] new version of man.local

Dear friends,


here an improved version of man.local to having only large page if in
nroff mode.

The added `pl' request will suppress blank lines at the end of the man
page.  IIRC, this has been asked on this list a longer time ago, and
noone could provide a good solution.  So here it is...
