[Groff] Compatibility in the doc

Hello all,

I'm looking at the doc of version 1.18 and I'm delighted to see
how much it has expanded. Thank you for your work on Groff, it's
appreciated.

Do the doc writers have a well-defined policy regarding the
documenting of what is portable and what isn't ? It seems that
some Groff-specific (i.e. not in traditional Troff) features are
advertised as such, and others are not.
