The -me macro .he will do what you want. This macro
takes a three-part header, like

.he 'l'm'r'

where the l part goes to the top left corner, the m
part to the top middle and the r part to the top right
corner of the page. In your case you should say

.he ''-%-''

There is a corresponding .fo macro to print a
three-part footer. You may obtain different headers
(footers) on odd and even pages with the .eh and .oh
(.ef and .of) macros.

Yes, these come bundled with the groff source
distribution, which you can get from a site such as
ftp://ftp.gnu.org/gnu/groff. They are in source form
and are named "meintro.me" and "meref.me". Assuming
you're using Unix/Linux, your system may have them
already -- just do a "find" for either of these files.
On my Linux RedHat 8 system they're at
/usr/share/doc/groff-1.18/share/doc/groff/1.18.

Allman's articles are a must if you do serious
groffing with -me.
