services: Add 'rottlog-service-type' to '%base-services'.
* gnu/services/base.scm (%base-services): Add an instance of
ROTTLOG-SERVICE-TYPE.
* doc/guix.texi (Log Rotation): Mention that it's part of
%BASE-SERVICES and change example.
