I haven't looked at it.  It's not a good assumption that if histappend
is turned off that the history will always be overwritten.  histappend is
a way to override heuristics and force appending, though the documentation
is somewhat misleading there.  If you want to make sure the history file
is overwritten, use `history -w'.
