Here is a patch against your own patch which implements your suggested API
changes.  There's no method for specifying a root directory (yet).

#dummyDomain is private and widely used, and #domain:directory: is also
private.

#domain: is the new name for #territoryDomain:.

There are a couple of fixes and doc clarifications.

The code handling the pluralCache has been simplified (it can be guaranteed
that pluralCache is not nil).

Finally, #pluralLookup:with: and #primPluralLookup:with: (the two names were
mingled in your source code) are now called #primAtPlural:with:
