Hello,
I've cross compiled it for windows from Fedora if you want to try it I 
can send you add you to my dropbox folder. I've never tried VisualGST 
under windows if you want to install Gtk for windows install it from : 
http://sourceforge.net/userapps/mediawiki/alex-sh/index.php?title=Main_Page
