sigsegv.h is bundled with GST. The actual include needs to be
generated in $GST/sigsegv/src/ from sigsegv.h.in so it looks like
configure failed to do that on your build. Could you repeat the steps
on a freshly extracted tarball? I just built it on opensuse 11.4
without any problems. If it is a stock Ubuntu, it would help to first
install libgtk2.0-dev as it will install all the development headers
as dependencies. Also, you will need it for building VisualGST.
