No instruments (at least none of those supported by TabStaff) use '0' as a
string number. The original intent of the input was to indicate an open
string.
The open D string can be indicated in a few ways: d\4 d\open d-0
However, use of a circled '0' was reported in the mailing list (M. M.
Ponce, "Sonata Romantica" edited by A. Segovia, in the image) where it
seems to be used interchangeably with finger-number-0 to indicate open
strings.
LilyPond will happily typeset a circled zero on the 5-line staff when given
{d \0}. Absent other instruction, when the pitch matches an open string,
LilyPond's TabStaff will indicate the open string. So desired behavior
seems to be that TabStaff simply ignore a "string number" of zero.
