Ooops, sorry, wrong issue.  The above comment should go to issue 1698.

Actually, this one needs_work as well - explanations from Rietveld comments  
#4 and #6 need to be added to commit message:

Objects that are placed inside the staff were being placed outside the  
staff.
Conceptually, dynamics are "inside" a staff in Dynamics contexts, even if  
there
is no staff.
It is difficult to know what expected behavior would/should be in case of  
positioning above an empty element.
