I believe that's _exactly_ what happens.  Indexing bots always check  
robots.txt before looking further at the site.  They then decide how much  
of the site to index, or whether to bother at all.  Frequently it's the  
latter - they look at index and move on elsewhere.  But they would have  
read, and therefore could obey, robots.txt.
