Isn’t that just a matter of
  \override Staff.Clef.extra-spacing-width = #'(-1 . 0)
? (and it should cope with uniform/strict/proportional note spacing as
you’re using)

If you need an example with space-alist, there’s one in the regtests
(cue-clef-after-barline.ly), but I don’t think that’s the most
appropriate property to fiddle with here.
