lout.teq

I've placed a new version of lout.teq (the TeX fonts equation formatter)
in my ftp directory, ftp://ftp.cs.su.oz.au/jeff/lout.  This version is
nothing dramatic, it just updates teq to contain the same small adjustments
as were incorporated into eq this time around, mainly struts in matrices
and built-up fractions, and adjustments to vertical spacing in superscripts
and subscripts.
