References database index file always out of date

Hi all
I am finding it impossible to compile my document with a reference database
included.
>From a "clean" run (no .li files and no .ld files except myrefs.ld), the
first pass completes with only the usual unresolved cross references, but
on all other passes I get
208,9: unresolved cross reference @NumberMarker&&ad1995sharc.userman
lout file "myrefs.ld" (from "cots_px.lout" line 22):
190,1 fatal error: database index file seems to be out of date
I have tried recompiling Lout with DBFIX set to 1, but although Lout would
build and install without error, when I try to run my document through Lout
I get
an error about /usr/local/lout/data/standard.ld being out of date.
Building Lout with DBFIX back to 0 and setting USESTAT to 0 has no affect.
I am running Lout-3.16 on RedHat Linux 6.0 (egcs-1.1.2-12)
any help would be much appreciated.
