Yes, although not very convenient.  Have a look at the
@FigureCounterMarker, @RawFigureNum, @FigureCounterIncrement,
and @BeginFigureCounter symbols in $(LOUTLIB)/include/dsf.
You don't need everything in them because they do other things
for figures besides counting them.

This is undoubtedly one of Lout's weaker areas.
