Yes, this seems to be a bug and it's present since 3.21 at least (the
oldest version I have installed).

I don't have time to investigate this problem, may be Jeff will have
when he's back from vacation.  The problem is probably caused by the
@DupRunner that is used for "non-raw" figure placement.

The only workaround is to use for figures location Raw combined with,
say, a display.
