Sorry, look better. ConTeXt isn't written in Perl; it's written in TeX (from
the official ConTeXt documentation):

There are some utilities written in Perl (texec and so on), but ConTeXt
itself is a format (i.e. a macro package), like LaTeX and/or Plain TeX.

To be sure, I'm sure, yessure.

Actually, it's not only me that I'm sure, it's, again, the official ConTeXt
documentation itself that's sure, too:

And, from texexec.ini:

>for  tetex  set  TeXExecutable     to  pdfetex

So, either directly or via texexec, you have to run pdf(e)tex.
