I don't think there is any way to rotate the official
figure caption.  The best I can suggest is that you
try an unofficial one:

@Figure {
   90d @Rotate {
     @IncludeGraphic { ... }
     @DP
     Fluffy and Curly on their first birthday.
   }
}

No doubt something will go wrong with the numbering but
you could try it.
