I downloaded 3.12, which seems to do what is expected.

lout file "fontdefs" (from "prv74.lout" line 1):
1,0: cannot open file fontdefs
lout file "dl" (from "prv74.lout" line 3):
1,0: cannot open file dl
lout file "C:\programmi\lout\3.24\include\docf" (from "prv74.lout" line 4):
14,8: extend symbol @BasicSetup not in scope
14,20: extend symbol @DocumentSetup not in scope
18,26: fatal error: exiting now
I wasn't able to tweak the @SysInclude's, but, for the sample purpose, I
think, all is needed is:
@SysInclude { doc }
Also, I deleted:
@Use { @DocumentLayout @OddLeftMargin { 2.5c @OrIfPlain 0f } }
@Use { @OrdinaryLayout }
This way, it works with Lout 3.24.
Ciao.
