Your file was UTF-8 encoded, Lout is not capable of Unicode, just ISO 8859-1
(Latin1).

Just convert your Lout source to Latin-1 and you are done:
recode utf8..latin1 file.lout
(or use the iconv tool or any good text editor to do the conversion)
