Could it be that whey you have this trouble, your cursor is on a 
text-entry field?  It's rather disconcerting at first, how all
your favorite command keys are just typing so long as you are on
this kind of field.

If that's the problem, use <TAB> to get out of the text-area and
then you can page around to your heart's content.
