LYNX-DEV How can I make my lynx https capable?

I'd like to make my lynx https capable, but I live in Germany. Can I
get the necessary stuff from here or are the U. S. export laws to
strict for that? If this is the case, It's really a pity. As a blind
person, I'd like to use my favorite browser to fill out these
important https forms. I don't like Netscape much.
