Yup, SLIP and PPP both connect your PC/Mac/Linux box/whatever to the net
with its own IP address.

Yes, naturally you need clients for whatever services you wish to use.
You can also use daemons as well.  Linux comes with all the standard unix
clients, and you can compile any others you want.  There are numerous
clients and daemons for PC's and Macs as well.
