You have a point.  On the other hand, that method requires manually
changing the date and time, and I know *I* would often forget.  When
I modify a page, I often do more than just fix a typo, so I find an
automatic date/time (we are using a variation of the server-side
include method) much more convenient without really being all that
misleading to the end user.
