LYNX-DEV Lynx on really dumb terminals

Is it possible to set up lynx to run with really dumb terminals which
are curses impaired or even old teleprinters?

That is, can one set term=tty and run lynx with url numbering turned on
while not relying upon arrow keys?

Setting term=tty results in lynx giving up.
