LYNX-DEV chartrans files updated

I have updated the chartrans files at

        <URL: http://www.tezcat.com/~kweide/lynx-chartrans/>:

  - Two new translation tables: cp852, windows-1250.

This should enable display of windows-1250 pages with cp852 display etc.
Now waiting for contributions of replacement tables to make e.g. Latin-2
characters display something useful for other Display Character Sets.

  - Update to work with 11-30-96 Composite Patch.

Luckily there wasn't any interference between the latest changes in Hiram's
CP and the charset stuff, except a few minor cases caused by reformatting.
Hiram, even if you don't get around to look at the chartrans stuff soon,
you may want to have a look at my changes to LYOptions.c (which you can
find in lynx-patch-2.6ct-0.2.pch.gz) - those are not directly related
to the other chartrans stuff, they just modify boolean_choice() so that
one can change options with a long list of choices more conveniently.
Maybe you want to add that to the CP.

  - very minor other changes.
