Something I've always toyed with the idea of making is a system that
does either hopcounts from the various sites to the target site,
or round-trip-time checks, or some combination thereof (large hopcount
+ short rtt = bigger pipe?).  The script would then offer the list
back in terms of best to worst response.  

Only problem is the high exploratory network load, and the time it would
take to evaluate the best path.
