        No version of Lynx will add "HREF=" and link characters when you
toggle source ('\') while viewing a news article, so I can't explain what
you claim is happening.  If you see "HREF=", that must be there in the news
article as posted.

        The 'd'ownload command applies to links under your cursor.
Left-arrow out of the article, back to the listing, and then press
'd'ownload while positioned on the link for the article.  Alternatively,
while displaying the article, go to the History Page by pressing
Backspace, and use 'd'ownload on the top link in that.
