Fote has added info display for charset to his code.  But it displays
only charset info (hope I get this right) that is explicitly given
by HTTP headers, or a META tag, or implied by a suffix, and then only
when it is effectively used (which usually means that the selected
"Display Character Set" has to correspond to the given labelling.)

I think for my code it would be more useful to always show the "charset"
acually in effect, however it was derived.  But there should also an
indication whether it was just from a guess or from more authoritative
labelling.
