The person who created the page included a graphic and made the graphic
clickable (in a GUI sense) but was too lazy to include an ALT=
parameter to describe the purpose of the link for those with graphics
turned off.

The writer of the page included a graphic with multiple sensitive areas
and didn't provide any descriptive text.  If you are very lucky it has
been designed to recognize a hit at the top left as meaning that the
browser is not graphics capable and initiate a fall back mode, however
your chances of this are rather slim.

However, if there is an associated USEMAP, they have provided the links
locally as well as for use by the server, so Lynx is able to construct
a simple menu.

Normally, although some people might do:

<a href=......><img src=...... alt="[LINK]"></a>

which would have the same effect.

Complain to the author of the page.
