This is a bug in the comment.

Lynx has two extended comment modes, in addition to a mode where
it requires correctly-formatted comments.  These will let you
view most pages on the Web.  Something that ends witout a '>'
however won't be recognized as a comment under any of these
settings.

Search for "comment" in the Lynx User's Guide or Al's picks.
