I would like to see the H)elp files distributed with 2.7 re-formatted
a little to make them more speech-friendly.  Specifically, I would
nominate that we

     - 1: make a policy commitment to keep the Lynx H)elp files
     as speech-friendly as we reasonably can

     - 2: use the criteria for a speech-friendly ribbon
     <URL: http://www2.cdepot.net/~mist/ribbon.htm>
     as our measure of speech accessibility (and ask them for
     a review).
