Not true.... When you type for example lynx http://www.ci.uc.pt/~humpback
the httpd server looks for a dirctory public_html (or another
name, but you have to be root to configure this) under the users HOME, if
it finds it, it will try to get a file called index.html (or another name,
but this as is root configured). If we finds such a file it will send it
to you, if not we will either send you a list of the files and dirctorys
in public_html or it will send an error.

Probably it is voicenet's configuraiton, you should have acesse to
file.html, withought having to put href="file.html" in index.html.
Try acessing a file2.html withought puting a link to it in index.html, you
will see that it probably works,..

In is not the lynx source, try geting a httpd (i advise apache
http://www.apache.org) and see the configuration files....
