When Lynx is integrated into a free operating system, it will need
to customized to that environment: e.g. lynx.cfg should be
installed in /etc or /usr/libdata, and a global mailcap file will need
to be written, etc. Someone who takes the time to build Lynx for an
environment like that will have to make sure that they include
the right set of utilities to go along with it.

Richard> The other users who are not on the Internet, or not

They could complain to their support people. The ones who'se
services they have contracted to support them.

Richard> So could you please change Lynx to use xview, or some
Richard> other free program, instead of xv?

I don't see any reason why this can't be done. Like all group
contributed work, we tend to accept code patches easier than
complaints.

Richard> Are there any other non-free programs that Lynx will
    Richard> invoke?

  Non-GNU programs that I see: Rz,sz, inews, sendmail/submit, kermit,
mpeg_play (?maybe), and anything the system administrator puts into
the mailcap files.
