Yes, it is possible.

Bobcat and Doslynx don't need that because every needed TCP function has
been wrapped with a test to see if the network has been initialized. 

I will have to think on the best solution since they highly modified the
TCP stack for DJGPP (I barely recognize it as WATTCP).  This does need to
be worked on, however, because the TCP stack should really be getting
turned off whenever Lynx spawns a DOS process and then reset it if and
only if it was already active.

It should at least be ready by the next Lynx version.
