to help you we need to know what version of Lynx you are using:
the current version is 2-7, which handles frames quite adequately.
if your sysadmin has an earlier version (eg 2-4-2), it won't handle frames
& s/he should update it.  if your sysadmin is unwilling/slothful about this,
you can install Lynx 2-7 yourself: goto  lynx.browser.org  for details.
