LYNX-DEV problem

I have downloaded and tested Lynx_386.zip containing Lynx 
version 2.7ac-0.6. I wanted to use it as a simple html-file
browser (no Internet). I couldn't make it start, it just said:
        NO PACKET DRIVER FOUND
        Program halted
 
Can any Dos-version of Lynx be used as a htm-file browser only?
