LYNX-DEV DECC.OPT question

Many packages that compile/link on VMS systems (VAX) no longer require 
references to VAXCRTL when using DEC C V5.3 and up, since the current C RTL 
includes the socket routines.  Why does Lynx still include VAXCRTL in the 
DECC.OPT file?
