That's good.  I hope that's the case for all the 'true' as well as
variant make commands out there.

I would prefer to see us always have a non-config generated makefile available,
even if it needs to be renamed to use.  In that way, someone who is unable,
or unwilling, to use configure on their system (for instance, if configure
generates an error during it's processing) still has a chance to build
things.  Perhaps the Makefile gets tremendously shortened down to a generic
and other systems which don't support configure.
