I wonder if it would be possible/advisable to expand ~ also before prepending
file://localhost/

The reason: I've been sending lynx.cfg with the test binaries I send to people
and always have to tell them to edit the HELPFILE line to put their
home dir in the path.  It would be nice to set
HELPDIR=~/lib/lynx_help/whatever
so the user can just unzip and not worry about editing.
(Of course, i could just set HELPFILE tosubir's dir...)

Just a thought.
