2.7.1 is the current "official" version of Lynx; there is also a
development code set at <http://sol.slcc.edu/lynx/current/>.  The
development code set autoconfigures nicely on OpenServer Release 5.  You
must manually enable the DIRED feature, though -- it's a site manager's
decision, not an OS issue.

I just tested DIRED on my build of the development code.  It seems to
work just fine.  (I did `lynx .`, then fooled around a bit with the "f"
menu options.)

Run `lynx -version`.

Your mail to lynx-dev had this header:

showing that it, at least, was sent with an old version.  Perhaps you
need to move your newer binary to an appropriate place on your path (or
rename the old one as "lynx-2-4-2" so you won't run it by mistake).
