LYNX-DEV update to numbered_forms patch

The form numbering patch has been updated.  See

* (4/7/97) This code is based on lynx2.7.1ac-0.22.
* (4/8/97)
  The l (LIST) command now lists form input fields when form field numbering
  is turned on.  Form fields are identified in links whose href is the original
  document.  This way, the numbers in the list match link and form field numbers
  in the original document, so that when a user returns from the
  list page to the original document, he/she can go to a desired link
  or form field by typing the number from the list page.
  Similarly, form fields are listed in the reference list
  when printing a page and form field numbering is turned on.

  There has also been a fix to processing of popup option values when form
  field numbering is on.
