LYNX-DEV autoconf to ease multiple installations updated for lynx 2.7.1

The comment (2.6-FM only) at
http://www.crl.com/%7Esubir/lynx/patches.html can now be changed to
(2.7.1 only).  I've updated my autoconf additions, as well as including
instructions allowing others to update them for future releases.

The text of the hyperlink to my page needs a / even though the HREF is
correct.
