LYNX-DEV Strange   behaviour

I'm testing some local pages with "Lynx Version 2.7.1ac-0.20 (1997)", win32
platform, and found what it seems to be a bug:

Using the code in attach, the first "button bar" has the &_nbsp_; shown,
while the second "button bar" has not. What is happening?

(the html code was minimized to show this "feature", it's not the full
document)

I tested both using file:/// and http://localhost/ (using Omni) and the
problem shows on each test.
