LYNX-DEV Lynx alters downloaded HTML

When I use Lynx 2.7.1 to download an HTML page (using the `d' keystroke
command), Lynx inserts two lines at the beginning of the file. I don't
like the fact that the page gets altered, and I especially dislike the
fact that the result is non-compliant HTML, because the BASE tag belongs
in the HEAD element.

(But in general, Lynx is excellent! Thanks to all the developers!)
