LYNX-DEV : Lynx problems

I had compiled and install lynx-2.7.1 but there is a problem:
lynx doesn't read lynx.cfg by itself.I have to write
lynx -cfg /usr/local/lib/lynx.cfg to read it and as far as i know
the /usr/local/lib is the default location for lynx.cfg .
Does anybody knows where the problem is ?
